Pakistan’s government has offered 4,500 scholarships for Afghan students under the Allama Muhammad Iqbal Scholarship program in various fields of study and at different educational levels, including undergraduate studies, Master’s degrees, and Ph.D. Programs. These scholarships are offered to 4,500 Afghan students over the next three years to support their education at Pakistani higher education institutions, fostering new professional relationships and bilateral communication between the two countries’ institutions. In this(III) phase of the Allama Muhammad Iqbal Scholarship for Afghanistan, 1500 Afghan students will be selected each year to pursue their education in Pakistan on a fully funded scholarship. This is a merit-based scholarship program in which the applicants will be selected based on their performance in the written test conducted by the Pakistan Higher Education Commission (HEC).

In the previous phase of this scholarship, Pakistan offered 3,000 scholarships (1,000 per year) to Afghan students.

Objectives

The main objectives of these scholarships are to: 

  • Support Afghan students in receiving a quality education
  • Develop business ties between the sister universities in the two nations.
  • Encourage the development of human resources for Afghanistan’s rebuilding.
  • Strengthen interpersonal relations between the two neighboring nations.
  • Build Pakistan’s reputation among Afghans and develop business ties between Pakistani and Afghan institutions.
  • Provide Pakistani colleges with the opportunity to attract students from neighboring nations with a high-quality education.

Pakistan Allama Iqbal scholarship provides full support to Afghan students, such as:

Note: previously, it was mentioned that 1/3 of Scholarships are reserved for female applicants, but this year, there is no mention of a specific number for female applicants.

Who can apply?

  • Applicants should be from Afghanistan.
  • Do not hold any other scholarship at the time of application and during the study period.
  • Have a strong academic background.

Undergraduate:

  • Should have completed 12 years of education or equivalent
  • Applicants’ marks should be at least 75% in Shahdatnama for general subjects  (60% IBC ) for Medical and Englineering subjects 65% IBC
  • The candidate’s age should be between 17 and 23 years old.
  • Medical and Engineering applicants should meet the PEC and PM&DC admission requirements of at least 65%.

Masters:

  • Applicants’ age: Not older than 35 years old (non-faculty members )
  • Completed 16 years of education (12 years of school with 70% mark + 4 years University with 2.5 CGPA out of 4.0)

Ph.D.:

    • Applicants’ age: Not older than 35 years old (non-faculty members ) and 40 years ( faculty members )
    • Completed 18 years of education (12 years of school with 70% mark + 4 years, University with 2.5 CGPA out of 4.0 + minimum 3.0 CGPA out of 4.0 is required in MS/MPhil degree).

Important Notice

  • The scholarship award is merit-based. Recipients must sign a legal agreement with the Government of Pakistan to complete their education and return to Afghanistan upon earning their degrees in Pakistan.
  • Shortlisting will be determined by academic qualifications and performance in the Aptitude Test (conducted by HEC) or selection interview. Applicants who are currently receiving or have previously received any HEC or Government of Pakistan scholarship are ineligible to apply.
  • Applicants must meet the required academic qualifications by the closing date. Those with foreign qualifications must obtain an equivalence certificate from IBCC Pakistan or HEC Pakistan for submission to the respective university.
  • This scholarship does not cover MS/PhD in Clinical Medical Sciences. For PhD admission, applicants must have studied the same discipline during their MS/MPhil.
  • Students will only be allowed to take examinations upon presenting valid identification, such as an original passport or electronic Tazkira.
  • Applications are accepted online only, and printed or hard copies will not be considered. Applicants are strongly encouraged to check their email and the HEC website regularly for updates, and to apply well in advance of the closing date to receive support in case of any issues.
  • HEC reserves the right to postpone or cancel the scholarship process at any stage without providing reasons.
