Chatham House, the Royal Institute of International Affairs, is inviting applications for the Senior Research Fellow (SRF) position in the Cyber Policy Portfolio (CPP) under the International Security Programme. This role involves conducting advanced research projects, contributing to the Journal of Cyber Policy, and actively exploring cyber policy issues at the intersection of technology, international security, and politics.

The Cyber Policy Portfolio (CPP) within the International Security Programme (ISP) at Chatham House conducts innovative research in cyber policy, exploring the intersection of security and technology.

Current focus areas include geopolitics of cyberspace, international cyber capacity building, gender-transformative approaches, and emerging cyber threats. CPP’s activities involve publishing policy research, conducting cyber simulations and training, and hosting high-level meetings.

The Senior Research Fellow (SRF) role involves working with CPP and reporting to ISP’s Deputy Director. It requires expertise in cyber policy. Responsibilities include undertaking complex research projects, developing creative methodologies, publishing papers, contributing to the Journal of Cyber Policy, fundraising, managing relationships with partners, and collaborating with the research team. The SRF may also engage in other projects within Chatham House.

Eligibility Criteria

  • Applicants should have expertise in cyber policy at the intersection of technology, international security, and politics, spanning academic, business, or public policy contexts.
  • They should have demonstrated proficiency in research skills with practical policy applications, including field research, methodologies, desk research, and data analysis.
  • Proven ability to conduct and manage research studies, oversee research communication, and present findings innovatively.
  • Exceptional writing skills for crafting high-quality thought pieces and policy recommendations tailored for diverse audiences
  • Successful track record in fundraising for research activities, engaging potential donors and maintaining strong relationships with funders.
  • Editorial experience managing, editing, or coordinating peer-reviewed journal pieces is highly desirable.
  • Leadership experience, including managing individuals and small teams and supporting junior staff
  • Proficiency in making well-informed decisions under pressure, identifying key issues, and selecting appropriate courses of action
  • Outstanding communication skills, with the capability to present information and arguments persuasively
  • Strong interpersonal skills, serving as a key influencer, and adept at building and managing relationships internally and externally
  • Strategic problem-solving skills, understanding how the research agenda aligns with broader organizational strategy and societal frameworks.

Fellow Main Duties and Responsibilities

Fellows’ main duties and responsibilities include the following:

Strategy:

  • Develop and deliver research projects on diverse issues, aligning with the program’s and institute’s strategy.
  • Cultivate strong networks with policymakers, experts, and media to enhance the project, program, and Chatham House’s profile.
  • Identify opportunities for innovative communication and dissemination of project findings through various channels.
  • Ensure visibility for activities and research through the Institute’s media channels.
  • Develop funding leads partnerships and generate momentum for program projects.
  • Support Chatham House’s convening functions, including research events, conferences, and roundtables.
  • Maintain and enhance the international reputation of Chatham House and the Journal of Cyber Policy.

Delivery:

  • Lead the production of high-quality policy research outputs, including reports, papers, op-eds, and audio-visual content on cyber policy issues.
  • Shape innovative research methodologies for impactful policy research.
  • Plan and deliver complex projects by defining objectives, assessing capacity needs, setting deadlines, and managing budgets.
  • Oversee field research, ensuring proper team planning, conduct, and safety, including necessary risk assessments.
  • Meet project reporting requirements and foster excellent relationships with funders.
  • Chair and speak at internal and external events in the UK and internationally.
  • Applicants should lead the Journal of Cyber Policy Editorial Team, commissioning quality submissions and overseeing Assistant Editors’ work.
  • Make editorial decisions based on peer reviewers’ reports, generate ideas for special issues, and promote Journal content through various activities.

People:

  • Collaborate to evaluate and secure relevant research funding.
  • Support ISP’s financial resilience in collaboration with program leadership.
  • Inspire cross-team collaboration, establishing positive relationships.
  • Maintain and build the program’s external support network.
  • Establish and maintain networks with key individuals and institutions.
  • Work closely with the Communications Department.
