With great pleasure, the Canadian High Commission in New Zealand announces the opening of its yearly request for ideas for the Canada Fund for Local Initiatives (CFLI) in Kiribati, Samoa, Fiji, Tonga, and Tuvalu.

Global Affairs Canada’s thematic priority areas for involvement are well-aligned with small-scale, high-impact projects in developing nations, which are the focus of the CFLI program. Projects created and constructed mostly by regional partners are the focus of the program. Approved projects are chosen and authorized by the Canadian high commission or appropriate embassy. By strengthening relationships and assisting regional initiatives, the CFLI also promotes constructive bilateral partnerships between Canada and recipient nations’ civil societies.

Thematic Priorities:

At least one of the following CFLI thematic priorities must be adhered to by all projects:

  • Human rights, democracy, diversity, and 2SLGBTQI+ are all components of inclusive governance.
  • Economic rights for women, fair employment opportunities and entrepreneurship, support for the most vulnerable and impoverished, and preservation of financial gains are all examples of inclusive growth.
  • Women’s and girls’ empowerment as well as gender equality.
  • Human dignity, which includes nutrition, health, and education.
  • Actions related to the environment and climate that emphasize water management, adaptation, and mitigation.

Benefits:

  • The highest allocation amount for a project qualifying under CFLI is CAD$100,000, while the average CFLI contribution is $45,000.00 Canadian dollars.

Eligibility Criteria:

Eligible recipients include:

  • Community-based, non-profit, and local non-governmental groups
  • International non-governmental groups engaged in local development initiatives, local academic institutions working on local issues,
  • Intergovernmental, multinational, and regional establishments, groups, and departments engaged in local development initiatives,
  • Canadian non-governmental and not-for-profit groups engaged in local development initiatives, as well as municipal, regional, or federal government institutions or agencies of the recipient nation working on local projects.

Eligible Costs:

The following project costs are eligible for CFLI funding:

  • security costs
  • training and capacity building expenditures
  • translation and interpretation fees
  • vehicle and equipment operation, installation and/or maintenance
  • website development and related costs
  • accounting costs
  • administrative and overhead costs related to the project (overhead should not exceed 15% of total CFLI contribution)
  • advocacy and lobbying related costs
  • capital and/or operating expenditures related to the lease and/or purchase and/or building of infrastructure
  • civic education costs
  • conference and event expenditures
  • costs of services received by recipients
  • domestic travel expenses, using lowest fares possible but not exceeding full fare economy class
  • environmental assessment costs
  • facilities charges
  • legal costs
  • medical costs
  • miscellaneous expenses integral to the project
  • outreach, communication and information dissemination costs
  • publishing costs
  • radio and television broadcast fees
  • research-related costs
  • salary costs, including stipends, relating to the project
  • equipment rental, and/or purchase (only when the purchase is required to meet project objectives, reflects good value for money, and the recipient has a strong care-and-maintenance plan in place for equipment sustainability)
  • hospitality costs, excluding alcoholic beverages
  • installation, maintenance, shipping and/or transportation costs, including fuel
  • computers and communication devices
  • lease or rental of vehicles

The following costs are not eligible for CFLI funding:

  • seed funding and/or microfinance
  • core funding or recurrent costs of an organization
  • expenses incurred prior to the signing of the contribution agreement, or after it expires
  • nuclear technologies and facilities,
  • assistance to military or paramilitary organizations
  • gifts
  • luxury goods
  • direct fiscal support to a government

How to Apply?

  • All projects must be finished by March 9th, 2025, or by the date the Contribution Agreement is signed.
  • Submissions of proposals must be sent electronically to the email below.
  • Only submissions made utilizing the approved application form and containing the necessary budget document will be taken into consideration:
  • Submissions must be finished in either French or English.
  • All questions in the CFLI project application form, including the mandatory gender-based analysis, must be addressed in detail in project proposals. The suggested activities and related expenses should be enumerated in the project budget.
  • A selection committee will evaluate applications and make a decision based solely on their merits.
