Job Summary

OXFAM is recruiting 18 people as social organizers whose job will be in the Herat province of Afghanistan. The incumbents will work in the framework of the Eshteghal Zayee (EZ-KAR) project. Social Organizers (SOs) are front-line employee, employed by Facilitating Partners who work with CDCs, Cluster CDCs, Gozars and business Gozars, and the different sub-committees, as well as interest groups.

About the project

The Eshiteghal Zaiee – Karmondena (EZ-Kar) Project/ Job Creation Project

(EZ-Kar) is a project of the government of Afghanistan backed by The World Bank, engaging serval ministries, to manage and respond to the long-run swelling and economic development of the Internally Displaced People (IDPs) and their host communities. This Project Development Objective will be pursued by increasing the returnees’ access to civil documents, providing short-run employment opportunities, enhancing market enabling infrastructure, and supporting investor-friendly regulatory reforms.

Job Description:

Role and Responsibilities:

  • Improve awareness of the EZ-KAR.
  • Direct and provide technical assistance and mentorship to the communities to do Participatory Learning and Action (PLA) exercises (mandated by the EZ-Kar such as the community resource mapping, community social mapping, women’s mobility/safety mapping, seasonal calendar, leaking pot analysis and well-being analysis (WBA)) and to develop an inclusive profile of each community from these exercises.
  • Facilitate Elections.
  • Facilitate Clustering.
  • Support CDCs to create Bank Accounts or sub-accounts.
  • Assist CDCs in creating community profiles.
  • Facilitate participatory means to feed into planning and support CDCs in establishing participatory and pro-poor and inclusive Community Development Plans.
  • Motivate and ensure consultation and involvement in meetings and development activities by the poorest households (women who are chairs of their households, families led by disabled persons, and other vulnerable groups).
  • Perform a gap analysis.
  • Support Sub-Committees to do their roles and responsibilities and help them in self-assessment.
  • Develop Capacity of CDCs and Cluster CDCs and all sub-committees to do their roles and responsibilities.
  • Procure technical assistance to the CDCs/ GAs/ BGAs and supervision of the implementation once the proposed sub-projects are approved and funded by the EZ-Kar.
  • Support the community (through the CDC and/or its project management sub-committee) in applying, overseeing, and reporting on the sub-project execution and MCCG utilization on the site.
  • Oversee especially the payments for unskilled and skilled labor components under the MCCG, ensuring proper recipient selection, well-timed and accurate payments, labor log, and payment documentation.

  • Evaluate the training needs of the CDCs and sub-committees in mid-stream and adjust refresher training.
  • Assist the CPM/ GHM committees to perform and report on community monitoring and grievance handling.

Job Requirements and competencies:

  • High School graduate
  • A minimum of two years of relevant, progressive experience, working experience with NSP, and CCAP is an added value.
  • Fluent Dari and Pashto
  • Outstanding communication and presentation skills
  • Working experience in a similar geographical area and on similar positions is a plus.

General skills and competence:

  • Experience in working with international NGOs
  • Good Monitoring skill
  • Sound organizational, diplomatic and reporting skills
  • Ability to work under stress.
  • Excellent cross-cultural skills; previous experience working in a multi-cultural atmosphere is a plus point.
  • Fiar capacity building and management skills, including human resource and financial management, communications and intercultural collaboration skills
  • A networker, diplomatic, and results-oriented, with the ability to work under stressful and time-bound project settings.
  • Flexible and ability to work independently on the ground.
  • A good team player & problem solver.
