Job objective
Management and monitoring of the provision of digital and technological services across provinces and districts, and also the implementation of MCIT’s rules, policies, and procedures.
Job Description:
The following are major tasks and responsibilities:
Technical tasks
- Planning and developing digital and IT guidelines, procedures and policies across provinces and districts and in coordination with the central units and also private sector
- Technically monitoring and controlling the communication and technology-related activities and expanding the digital services across the province for more effective service delivery
- Supporting and handling the complaints regarding the IT and communication services along with the Afghan Telecom Company and National Procurement Authority in the province
- Collecting the IT and communication sector revenues and transferring them to MoF account
- Expanding the coverage area of digital, IT and digital economy services to villages across the provinces
- Ensuring the connection of villages and sites to optic fiber and maintaining that for enduring and effective service delivery
- Overseeing and controlling the IT and Digital service provider companies and submitting a report on them
Managerial tasks:
- Preparing the monthly, quarterly and yearly working plan
- Determining and suggesting budgetary needs in accordance with the yearly plan of General Directorate
- Enduring that the goals of Afghanistan National Peace and Development Strategy and those of the National Strategy for Fighting against Corruption are met in the workplace
- Leading and providing information to government entities, civil society, media, and citizens in line with the law of access to info and enforced policies
- Observing and enduring the implementation of administrative performance, the prohibition of abuse against women and children laws in the workplace
- Leading the subordinate staff for ensuring timely and efficient performance
- Evaluating the subordinates’’ performance and motivate them to increase effectiveness and return and upgrading their capacity
- Developing and transferring professional skills through conducting seminars and workshops
- Submitting quarterly, and yearly reports on achievements and performance of the related division
Coordinative tasks
- Coordinating and liaising with all government agencies and NGOs for better performance
- Participating in national and international meetings to gain more experience and apply them for digital innovation
- Communicating with the private sector for expanding digital services in the respective province
Job Requirements:
Applicants should meet the following qualification and requirements:
Qualifications, experiences, and required skills:
1. Education:
- At least have a Bachelor’s degree in the fields of Computer Science, Telecom Engineering, IT Engineering, Computer Engineering, IT Management, Computer And IS Program Engineering or other relevant fields noting that higher degrees are preferred;
2. Required experience:
At least domestic or external wok experience in IT, Communicating or relevant areas
Technical and managerial experience
- 3 years for a bachelor’s degree
- Two years for master’s
- One year for a Ph.D. degree
3. Required Skills:
- Possessing leadership, communication and decision-making skills;
- Skills in job-related computer programs; and
- Proficiency in one of the two national languages and familiarity with English.
