About the Independent Directorate of Local Governance (IDLG):
IDLG was established in 2007 on the presidential decree reassigning the responsibilities of the Civil Administration unit of the Ministry of the Interiors to a newly-built independent directorate. The responsibility for supporting Provincial Councils was also delegated to IDLG through that Presidential decree, making a sole structure responsible for sub‐national governance in Afghanistan.

Job Summary
IDLG is hiring 9 Monitoring and Evaluation Officer for 9 different provinces. Eligible applicants canread the details below and apply accordingly.
Job Description:
The M&E Officers will be required to:
- Design the supervision tools to collect the needed data/information.
- Oversee field program’s implementation, quality, and compliance with the program and operational policies.
- Work as guide/coach to social team on-site to collect data in the established questionnaires and means by a good participatory manner;
- Prepare a report from Community Participatory Monitoring (CPM) teams, Score Cards and sub-project effects and consequences on community living.
- Gather analyses and prepare reports for the field activities and performances.
- Help the management and related Units/Departments to ensure various stages of data gathering responds to the needs and requirements of the program at the provincial level.
- Analyze trends, challenges in the field, lessons learned from EZ-Kar field execution and support PMU in reviewing or updating selected policies or procedural requirements.
- Support organization of participatory community evaluations and surveys to determine community necessities, problems, priorities, and opportunities.
- Enable focus group deliberations, key informant interviews and community surveys for measuring socio-economic requirements of the communities and it’s replication in community development plans.
- Provide all reports in a timely and precise manner to the pertinent stakeholder as well as make and submit suitable and accurate quarterly improvement reports against the EZ-Kar’s Results Framework (RF) to DMM/PIU and other stakeholders.
- Control all work on the CDC Institutional Maturity Index (IMI).
- Design training and capacity-building events for all CC observatory staffs, both to FP and PMU social employees.
- Generate or assist with the creation of other internal documents, such as monthly field news, success stories as may be planned from time to time.
- Engage with FP staff to gather and manage important data of their respective accomplishments and plan regular site visits from program activities in all target districts.
- Verify the quality of data gathered by FP staffs, and provide a response to senior staff and program teams on performance based on monitoring data results
- Provide input into the design, application, and distributions of evaluations, special lessons and valuations.
- Organize the field Performance Monitoring Plan including evaluating the reliability of the information and indicators.
- Work with the MIS and IT Divisions to ensure that the unit necessary databases are fixed/integrated into the system and PMUs can access the system and ensure that the system provides anticipated outputs.

Qualification
- Bachelor’s degree (MASTER’S degree preferred);
- 4 years of work experience with government, national and international organizations in the related areas.
- Remarkable knowledge and usage of MS Office packages
- Excellent verbal and non-verbal communication skills in English, Dari & Pashto. .
