About Kabul Municipality & Kabul Municipal Development Program (KMDP):

The Kabul Municipality (KM) has secured a grant from the World Bank toward the cost of the proposed Kabul Municipal Development Project (KMDP). Furthermore, the project builds upon the previous Kabul Urban Reconstruction Project (KURP) which financed upgrading similar to the works envisaged under the proposed project.

Job Summary

Kabul Municipality is recruiting 22 individuals as District Engineers who will work in Kabul city to implement the mentioned project of the organization. Hence, you can apply for these positions if you are eligible.

Job Description:

Role and Responsibilities:

  • Ensure agreement with QA/QC requirements of KMDP in civil works undertaken by the contractors.
  • Make sure works carried out by the contractors are according to the design drawings and provisions.
  • Ensure conformity with environmental and safety criteria by the construction personnel.
  • Prepare / review site inspection reports & measurement books.
  • Review variation orders, laboratory test results, and bill of quantities.
  • Check invoices prepared by the contractors and ensure their timely submission.
  • Ensure that an accurate percentage of work completed is reported.
  • Maintain good communication with Contractors, Community, PMU office, and other stakeholders.
  • Resolve on-site problems between Contractors and Community.
  • Report problems to Resident Engineer & KMDP management.
  • Prepare a daily checklist and punch list.
  • Maintain working principals and standards to ensure that the staff is performing as per their ToRs and applies staff appraisal.
  • Use site journal, record comments, and observation on the project.
  • Assure that timely and precise monitoring reports are prepared and submitted.
  • Utilize standards and official monitoring templates for data collections.
  • Ensure that the implementation is being carried out in relation to quality and in compliance with the designs.
  • Assist the Sr. Engineer in the field with specific reports, plans, estimations, and other technical issues as & when required.
  • Solve the technical issues by sharing the point of view of all staff involved.
  • Establish good coordination among site inspector, contractor’s staff, and KMDP PMU staff.
  • Maintain good coordination between the engineering department, GCS, NCS (through the community mobilization team).
  • Manage construction site operations efficiently and effectively.
  • Make sure that timely and accurate progress reports, invoices, variations orders, site orders are prepared and submitted by the contractors.
  • And, make sure that work on the site is according to monitoring plan and specifications.

Other duties assigned by PMU

  • Ensure that the contractor maintains the nature of the project which is labor-intensive and achieves the target man-days proposed under the contract.
  • Also, make sure to solve any social and environmental problems at the site level before and during construction and before communicating to the social safeguard team at upper levels.

Job Requirements

Qualifications and experience:

  • At least hold a Bachelor degree in Civil Engineering (Educational documents must be attested by the Ministry of Higher Education),
  • 3 years’ related experience with bachelor’s degree and one year of related experience with Master’s degree in the pertinent field.
  • Minimum 2 years’ experience in survey, and implementation/supervision.

Technical Skills:

  • Good and practical experience in using required technical survey tools like Theodolite, Level, Abney Level, Pipe Level, etc.
  • Sound knowledge and skill in Auto Cad and practical use of it (it is necessary).
  • Good knowledge and skill in MS Office especially project design, estimation, and BoQ preparation in excel program (necessary).
  • Be proactive in the identification and solution of technical and procedural problems in the field.
  • Ability to technically supervise 6 to 12 communities’ subprojects simultaneously.
  • Ability in the preparation of a good technical report from subprojects observation.
  • Have the ability to manage and do all related duties and responsibilities in a smooth manner.
  • Possess the ability to work under pressure.
  • Able and willing to work in all related districts of Kabul City.
  • Be punctual and on time.
  • Able to speak and write reports in Pashto, Dari, and English.
