About Citizen’s Charter/MRRD:
The Citizens’ Charter is a National Priority Program (NPP) of the National Unity Government (NUG) of Afghanistan that was officially established on September 25, 2016. The CCNPP is an inter-ministerial, multi-sectorial program where Ministries have cooperated jointly to provide basic services to rural communities. Therefore, the key service delivery ministries concerned are Ministry of Rural Rehabilitation and Development (MRRD), Independent Directorate of Local Governance (IDLG), Ministry of Education (MoE), Ministry of Public Health (MoPH) and Ministry of Agriculture, Irrigation, and Livestock (MAIL), with the observation by Ministry of Finance (MoF).

Job summary
Citizen Charter/MRRD is hiring 14 competent PMU Finance Associates for its provincial offices mentioned above. Therefore, eligible candidates can read the details below and apply accordingly.
Job Description:
Primary Tasks
The PMU Finance Associate will primarily be in charge of handling CDC/CCDC disbursements, expenses, supporting documentation, and closures.
Specific Roles and Responsibilities Are To:
- Ensure timely gathering, review, and filing of the supporting documents (invoices, bills, timesheets, etc.) and ensure the accurate filling of the same.
- Verify all disbursements and closures forms as per the content and in conformity with the CCAP-OM & FMM guidelines.
- Certify and enter the bank account number mentioned in the introduced format and ensure it is different and is not a duplicate of other CDCs/CCDCs bank accounts and the requirement of four persons, forms the CDC/CCDC authorized to withdraw funds in compliance with the account details
- Assure all CDC payments, expenditures, and closure forms together with supporting documents (bills, quotations, etc.) are precisely checked and documented following each withdrawal of money from the bank account via the CDCs.
- Reconcile the records to ensure all the pre-request for the 2nd and following installments have been met, and relevant forms have been filled (Form 3b and installment request).
- Submit monthly reports, within one week of the end of the month, to the head office for the CDCs supporting documents assembled and recorded.
- Work with the accountant to make monthly reports for withdrawals, use, and advances by the CDCs during the month and cumulative to date.
- Assist the PMU Accountant in preparing the daily, quarterly payment report and reconciliations.
- Have the responsibility for gathering financial reports/information from the district Admin & Finance Officer and check and check and then submit to the PMU Accountant for more evaluation.
- Assist PMU Accountant in preparing the monthly payroll.
- Help the PMU Accountant in conducting training for district staff on how to prepare CDC/CCDC expenditures and ancillary documentation.
- Assist PMU Accountant in the clearance of advances of the PMU operation account with the Operational Unit.
- Liaise with Admin/Finance Officer on Grants related issues.
- Finally, assist PMU Accountant to ensure District Admin/Finance Officer regularly supervises CDC financial documents.
Reporting requirement: the PMU Finance Associates will report to Provincial Accountant.
Qualifications:
Applicants for the Finance Associate positions should meet the requirements below:
- General
- Have o\obvious understanding and knowledge of CCAP & sub-grants payment and reporting procedures, as stated in the CCAP Operations Manual and CDC Accounting Policy & Procedure Manual.
- Specific
- Having a Bachelor’s degree in BBA, Economics, CAT/FIA or other related field is mandatory;
- Experience in financial management experience will be an addition.
- Basic Knowledge of Microsoft Excel and PowerPoint programs is necessary.
- General knowledge of accounting and posting entries is necessary.
