Eligible organizations are invited to submit applications for the competitive grant offered by the Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan. The fund supports two annual international women’s film festivals which concentrates on the women’s condition in Afghanistan and around the world or have women directors and producers. The purpose of the grant is to help new and professional filmmakers to work with their international colleagues and exchange their information and experiences, promote women’s empowerment, obtain the attention of public toward women’s rights violation and act as a platform for sharing the stories of Afghan women with the world.

The award is subject to a period of two years but in case of availability of funds and satisfactory progress of the program the applicants can ask for one additional year of grant.

Funding grant:

Base Period award: The lowest amount will be $150,000. The highest $250,000.

Proposal requirements:

• A detailed implementation plan to achieve the objectives of the program
• A timeline of screenings, workshops, and locations
• Partner institutions
• A detailed monitoring and evaluation plan, including methodology, indicators, and how activities and events will be recorded
• Narratives including a brief commitment to implement the program
• Security plan

Eligibilities:

• Individuals are not eligible to apply for the grant.
• Only one entity can be the prime recipient of the award, although organizations can contract with other entities.
• Applicants must have a valid Data Universal Numbering System (DUNS) number from Dun & Bradstreet.
• Applicants must have a NATO CAGE/NCAGE.
• Applicants must have and maintain an active System for Award Management (SAM) registration with current information during application process and award
• Any applicant or sub-entity listed on the Excluded Parties List System (EPLS) in SAM cannot apply
• An entity can submit any number of applications for this funding opportunity.
• Previous award recipients may apply if they comply with the terms of the award.
• Successful passing the examination to evaluate the risk that funds may benefit terrorists or their supporters is a condition of award.

In addition budgets must be calculated and mentioned in U.S dollars in the application.
