Opportunity Description

A group of governments, foundations, and multilateral agencies fund the program and UNESCO hosts and publishes the report which is considered a technical tool to serve the international community. It interprets the evidence and the latest data from different sources to recommend the method to reach educational targets.

The report has two sections. One is the focus on monitoring the international education targets and the other part is the focus on the theme which differs every year. The theme for the 2019 report is on migration and displacement and the theme for the 2020 report is on inclusion and education.

The fellowship works this way that first the applicant will send their proposals on the subject and then, they will be selected for the fellowship.

  • Financial support to complete the GEM report
  • Up to $25,000 for one year for the fellowship
  • Full travel costs to Paris (one month)
  • Mentor for the GEM report
  • An office for the duration of stay in Paris (one month)


  • Fluency in English or French
  • An advanced university degree in one of the following:
    • Education
    • Economics
    • Sociology
    • Political science
    • Demography
    • Psychology
    • Psychometric
    • Statistics
    • Other related fields
  • With experience in the following (proven):
