Opportunity Description

Applications are open for the 2024 Echidna Global Scholars Program at Brookings’ Center for Universal Education (CUE). This visiting fellowship program aims to stimulate and magnify the impact of local leaders working to advance gender-transformative education across the Global South.

The CUE, within the Global Economy and Development program at the Brookings Institution in Washington, DC, hosts the Echidna Global Scholars Program’s Visiting Fellowship.

During their six-month Fellowship, Echidna Global Scholars conduct individual research to improve learning opportunities and life outcomes for girls, young women, and gender-nonconforming people. Additionally, they will involved in developing their leadership and evidence-based policy skills, gaining substantive knowledge on gender and global education issues, and broadening their impact pathways.

After completing the Fellowship, scholars join the Echidna Global Scholars Alumni Network, a dedicated community of practice dedicated. They will start promoting their significant, persistent, and collective influence on gender-transformative education internationally, regionally, and locally.

Host Institution: Center for Universal Education (CUE) at the Brookings Institution

There are two stages to the Fellowship:

  1. Pre-residency: Builds the basis for the Program’s research training, leadership, and strategic impact components. Scholars undertake a rigorous period of in-country data gathering and analysis with the help of CUE fellows and a series of virtual workshops, group working meetings, and individual advisory sessions. Scholars are exposed to the leadership principles and techniques that will be the focus of the Fellowship’s leadership development program, and they begin crafting their impact strategy, which includes identifying and connecting with local stakeholders.
  2. Residency: The residency stay in Washington, DC, is primarily focused on increasing Scholars’ reach and impact through the publication and dissemination of scholars’ research on Brookings’ multimedia platforms, strategic impact capacity building, leadership development, and networking.

The residency phase is intended to help scholars increase their impact by strengthening skills and practices for analyzing, communicating, and leveraging research for policy contexts and key audiences, as well as to expand scholars’ networks and promote visibility through Brookings convenings and strategic collaborations, culminating in the Gender Equality in and through Education Research and Policy Symposium.

Benefits of the Echidna Global Scholars Program

It is a short-term Brookings Institution fellowship (not an employee position).

  • Those chosen for the Fellowship will receive a stipend of USD 22,500 to help with living expenses during the pre-residency and residency periods (subject to U.S. tax withholding and reporting).
  • CUE will also cover the visa application costs, single-occupancy housing for the three-and-a-half-month stay, round-trip travel expenditures, and a restricted health insurance plan.

Fellows Responsibilities

Fellows are responsible for the following activities:

  • Conduct in-depth research, prepare a policy paper, and present their findings and proposals at Brookings events.
  • Participate in capacity-building activities like the leadership development program and individual and group reflections.
  • Develop a post-residency project proposal to broaden the effect of their study by returning home.
  • Interact professionally with other Brookings academics and community members and actively participate in Brookings events (organizational meetings, seminars, presentations, informal talks, private and public events), particularly those related to CUE and Global Economy and Development.
  • Participate in additional meetings and conferences and network with the broader development community to engage with key players from the extended research policy community in their home countries, in and around Washington, DC, and globally.

Qualification & Experience

Applicants should meet the following qualification and experience requirements before applying to the Echidna Global Scholars Program:

  • The Program selects professionals with significant experience in and ties to the Global South
  • Applicants should demonstrate a clear intention to return to the Global South after completing the residency at Brookings.
  • Have a passion and commitment to improving learning opportunities and life results for girls, young women, and gender-nonconforming people in and through education.
  • Applicants must have a background in education, gender or women’s studies, development, public policy, economics, or a related social sciences or humanities field.
  • Provide at least ten years of professional experience in research/academic, non-governmental, community, or civil society organizations or government.
  • Candidates with expertise in academic or government institutions, as well as community organizations, are urged to apply.
  • All applicants should have a Master’s degree to apply for this opportunity

Priority Areas for 2024

The Echidna Global Scholars Program seeks applications from Global South leaders in gender equality in and through education.

In accordance with recent global research on gender and education (for example, EGER, 2023), applicants working in the following areas will be given special attention for the Program in 2024:

  • Priorities by geography: West Africa, South Asia, and Central America are examples of countries and regions affected by conflict and crisis, as well as those with high rates of gender-based violence, child marriage, and early childbearing.
  • Targeted actors and communities of interest: Girls, young women, and people who identify as gender nonconforming who are poor; homeless or street children; populations who are Indigenous, migrants, displaced, or nomadic; children who are not in school; and LGBTQ+ youth
  • Research priorities: The research topics of Echidna Global Scholars must be focused on education priorities for girls, young women, or gender nonconforming people as they are relevant in their specific contexts, and they must be built on a gender transformative framework, looking to actively challenge discriminatory social norms or strengthen the agency of girls, young women, or gender nonconforming people.

Special consideration will go to projects that:

  • Ensure learning and skill development
  • Improve life outcomes by assisting with transitions to higher education and employment.
  • Research that employs intersectional feminist or decolonial methodologies and moves beyond disciplinary or practitioner silos;
  • Research that focuses on the following key questions for education systems:
  1. What are the most significant challenges to acquiring a high-quality education, and how do these barriers change for girls, women, and people who identify as gender nonconforming?
  2. How do these obstacles interact with educational inequality’s combined or intersecting impacts?
  3. What are the most effective policies or strategies for overcoming these barriers locally and globally?
  4. How can compounding and systemic concerns (for example, COVID-19, climate change, political or religious contexts) alter what we know about these people’s hurdles and responses to them?

Applicants who have not previously worked clearly on gender equality and education are welcome to apply. However, they must explain how they will integrate this focus successfully into their current and future work on improving learning opportunities and outcomes for girls, young women, and gender-nonconforming people.
