About Independent Directorate of Local Governance (IDLG):

IDLG was established in 2007 on the presidential decree reassigning the responsibilities of the Civil Administration unit of the Ministry of the Interiors to a newly-built independent directorate. The responsibility for supporting Provincial Councils was also delegated to IDLG through that Presidential decree, making a sole structure responsible for sub‐national governance in Afghanistan.

About the Project:

The Eshtighal Zayee/Karmondana/ Employment Project (EZ-Kar) is a project of the Government of Afghanistan financed by The World Bank, engaging serval ministries, to manage and respond to the long-run residence, enabling environment and economic development of the Internally Displaced People (IDPs) and their host communities.

Job Description:

Specific duties and responsibilities of the position holders are to:

  • Assure equal participation of men and women in all public outreach activities (policy-making, decision-making, planning, budgeting, implementation and monitoring of municipal projects)
  • Facilitate gender equality in formation and functioning of local-level councils and Federation of the CDCs and GAs and conduct exchange visits between the communities & towns for experience, knowledge & skills-sharing as well as capacity building;
  • Increase awareness about women’s rights, as stated in the Constitution of Afghanistan and NAPWA, in public information campaigns.
  • Generate and support specific business opportunities for women living in the city.
  • Ensure land and tenure rights for women.
  • Facilitate the launch of social development options for urban livelihoods, carry out options appraisal, guide selection, demand assessment, operationalization as well as sustainability mechanisms
  • Facilitate female presence and inclusivity into main group formation and community development committees (CDCs) at the local level.
  • Institutionalize Gender Mainstreaming

Address women’s needs for services and infrastructure into:

  • Women’s markets
  • Women Business Gozar
  • Women’s parks and gardens
  • Public latrines for women
  • Women’s bathrooms in the municipal offices and guesthouses
  • Women’s funeral homes

Furthermore; 

  • Coordinate gender-related activities with the Department of Women’s Affairs (DoWA), other sub-national government agencies and civil society organizations.
  • Establish Women Committees in each municipality, where female municipal staff, DoWA representatives and female members of the Municipal Advisory Board can discuss gender issues
  • Support organization of participatory community appraisals and surveys to find out community needs, problems, priorities, and opportunities for social development, education, and training taking gender equality into account.
  • Assist in translating the development of gender needs into social development action plans
  • Facilitate negotiations with local service providers, NGOs, community leaders, the private sector for obtaining resources and technical help for gender into social development interventions.
  • Assist in conducting focus group discussions, key informant interviews, and community survey for assessing the socio-economic needs of the communities
  • Support an assessment of the current capacities and opportunities for the development of the target groups

 Job requirements

1. Qualifications:

At least a bachelor’s degree in Business Administration, Monitoring, Rural Development, Social Sciences, Project Management, and/or related fields is mandatory.

A Bachelor’s degree in other fields may also be accepted if the work experience requirements are fully fulfilled.

Experience

At least 4 years of relevant experience with a Bachelor degree in a governmental, or NGO in a multi-cultural setting, desirably in the context of sub-national or municipal governance;

Having Professional experience in preparation of presentations and other communication or training tools.

Skills and Competencies:

Language Skills: the applicants should be fluent in English, Dari and Pashto.

Computer Skills: Efficient use of MS Office package.
