Job Summary

CHA is hiring 8 Provincial Engineers for the province of Parwan to work for the effective implementation of the Citizen’s Charter Afghanistan Program (CCAP) Engineering component in the relevant province.

Job Description:

Roles and Responsibilities:

  • Help, support, and provide technical guidance to CDCs and GAs to execute the infrastructure part of the Community Development Plans.
  • Carry out technical surveys and work on the design & costing project proposal preparation.
  • Support communities in the procurement of materials.
  • Give technical monitoring inputs during the construction/rehabilitation work of infrastructure.
  • Help CDCs to prepare and maintain basic accounting documentation and reports on the projects and CDC accounting forms and CCAP disbursement forms.
  • Report sub-project progress to pertinent departments
  • Assist CDCs in creating operation and maintenance plans
  • Develop the capacity of local experts (masons, carpenters, electricians, etc.) to lead the operation and maintenance of infrastructure.
  • Assist CDCs in abiding by environmental and social safeguards policies during planning and implementation of sub-projects.
  • Support CDCs and Gozar Assemblies in projects that are financed through internal village resources and voluntary labor.
  • Support Social Organizers in mapping, analyzing, planning, and other activities.
  • Assist CDCs, GAs with writing completion reports and handover financial materials, etc.
  • Organize technical training (procurement, accounting, DRR, sanitation, maintenance, project management, and ESMF for CDCs and GAs.
  • Assist the community with complying with the ESMF and preparation of EMP as required.
  • Ensure that timely and correct monitoring reports are prepared and submitted.
  • Ensure that the implementation is being carried out in accordance with quality and in compliance with the designs
  • Assure to resolve any social and environmental issues at the site level before & during construction before raising to social safeguard team at higher levels.

Job Requirements

  • Bachelor degree in civil engineering
  • at least 3 years of work experience in survey, and implementation/supervision
  • Good knowledge and skill in Auto Cad and practical use of it are mandatory.
  • Sound knowledge and skill in MS Office particularly project design, estimation, and BoQ preparation in excel program (it is necessary).
  • Ability to prepare of a good technical report from subprojects supervision.
  • Able to speak and write reports in Pashto, Dari.
