About the Technical and Vocational Education and Training Authority (TVET-A/ASDPII):

The Government of Afghanistan has received a grant from the International Development Agency (IDA) for the Afghanistan Skills Development Project (ASDP II). The project aims to develop a high quality, equitable, market-responsive, and cost-effective technical and vocational education and training (TVET-A) system in order to raise the number of immediately employable Afghan university students.

About the project

TVET-A with technical help from the World Bank has undertaken a Non-conventional Learning Approach for TVET-A Institutes. Based on the Government instruction, TVET-A constitutes a small task force to both take preventive measures to contain the outbreak of coronavirus within the organization as well as to work on a concept for delivery of TVET-A training during the emergency of COVID-19 pandemic. This work includes many changes in the functions of TVET-A, which also includes development, review, and updating of policies. To do this, TEVT-A has decided to hire 30 Data Entry Clerks to enhance its capacity.

Job Summary:

Curriculum specialist will support Students Curriculum and Teacher Training Directorate and Affairs dept., school, and institute teachers by developing and upgrading the instructional materials for courses. Furthermore, he/she may also provide constructive feedback on how teachers are implementing those materials and how their effectiveness is. Besides, curriculum specialist will work for elementary, secondary schools, institutes, professional schools, educational support services, or state and local government. Lastly, the curriculum specialist is supposed to update the project coordinator on the implementation and relevant issues regularly.

Duties & Responsibilities:

  • Take part in or facilitate curriculum appraisal committees.
  • Choose textbooks and other instructional materials for district-wide implementation.
  • Set expectations for the parts of the curriculum that must be covered within the school year.
  • Provide technical assistance to the group of selected teachers to align their activities on the basis of approved procedures and plans.
  • Ensure that the chapter notes and the video lessons meet their expected qualities for the online studies of TVET schools and institutes.
  • Technically support the group of selected teachers to cover practical and theoretical parts of the video lessons as required for technical education.
  • Monitor the group of designated teachers throughout the process and ensure the content of chapter notes and video lessons meet the market demand.
  • Recommend appropriate teaching methodologies for online/offline studies to the teachers for technical education or TVET schools.
  • Assist teachers in integrating new technology into their lessons.
  • Provide feedback to teachers based on individual surveillance and student performance data.
  • Provide review materials to committees and groups while guiding advisory committees.
  • Harmonize activities regarding curriculum development, chapter notes preparation, and video recording with the project coordinator and interested directorates and departments.
  • Any other relevant task which will be asked by the supervisor.

3. Key Deliverables:

  • Thorough strength & weakness analysis report with an exhaustive evaluation of the existing curricula of the targeted program in terms of relevance to the industry, including benchmarking of the existing curriculum with the proposed steps.
  • First and final drafts of a revised and up-to-date curriculum with their chapter notes for TVETA schools and institutes.
  • Expected number of quality video lessons for delivering technical education through online/offline studies.

Job Requirement:

  • At least a Bachelor’s degree in any of the following; Curriculum Studies, Education Policy or Management, Economics, Business Administration. Higher educational degrees are preferred.
  • At least 5 Years with a Master’s degree and 7 years with a Bachelor’s degree in Work Experience in the field of curriculum and learning material development or relevant fields is mandatory. Related experience with the above-mentioned qualifications is also preferred.
  • Demonstrated experience in conducting similar assignments of reviewing and developing academic program curricula.
  • A minimum of 2 years of professional teaching experience is a must in connection with the total required experience.
  • Proven experience in the TVET education system would be a plus point.

Skills and Abilities:

  • Outstanding communication and networking skills.
  • Superb template and format development skills.
  • Robust skill in learning material writing and analytical skills.
  • Fluency in one of the national languages (Pashto/Dari) and familiarity (written and oral) with the English language.
